The following is excerpted from Paradigm Design's proposal for professional services to the Town in assisting in the planning process for the properties on Route 719 south that are to be annexed by the Town.

UNDERSTANDING OF THE PROJECT

Round Hill is an incorporated town in Loudoun County, Virginia with a growing population and historic architectural character situated in the rolling foothills of the Blue Ridge mountains of Virginia. While change has come at a relatively rapid pace to the community in recent times, the Town has taken proactive steps to manage the impacts of new growth and protect the quality of life for its residents, both now and in the future.

The Town recently completed a successful design and rezoning process (the Design Charette) to improve and rework the site plans for several hundred new residences that had been previously approved for development around its periphery. The Town has also recently completed a Streetscape Master Plan to develop a coordinated design strategy for the Loudoun Street, Main Street and New Cut Road areas. The Streetscape Master Plan also included recommendations for the “context” area surrounding the Town. This included recommendations for key gateway properties, for the vehicular approaches to Town and for a pedestrian and open space network around the Town.

Recently, consideration by the Town for annexation of several key areas to the East and South of Round Hill has given rise to a need for a coordinated planning process and comprehensive master plan for these areas. The Town desires to undertake an open, participatory planning process for the potential Annexation Area. Equally important is to ensure equitable treatment for the affected property owners, as well as to develop a plan for the area that ensures compatibility with the Town’s built fabric and consistency with the policies of the Town’s Comprehensive Plan and Streetscape Master Plan.

Proposed Approach
Paradigm Design has proposed the following scope of professional services, schedule and fees to achieve the Town of Round Hill’s objectives in the preparation of a comprehensive Master Plan for the potential Annexation Area.

The keys to the proposed approach are flexibility and leadership. Paradigm Design will remain flexible, both in the early project stages and on an ongoing basis, while providing overall professional guidance to the Town and leadership in management and organization of the project.


Project Management
Vladimir Gavrilovic of Paradigm Design will serve as the overall project manager and point of contact for the project, including conducting the work sessions with property owners, Town officials and the public and primary responsibility for preparing the project deliverables. Other technical resources and services such as detailed construction and engineering studies are not included in this proposal but may be added at the Town’s discretion and would be contracted for separately.

PROPOSED TASKS

Note: The Town may wish the consultant to perform some combination of these tasks, including only portions of certain tasks, or reduce or expand the number of meetings proposed. The following scope is a suggestion only and the consultant is more than willing to adjust the scope to fit the Town’s needs and available budget as may be necessary.

Task 1: Site Reconnaissance & Project Data Review
The consultant will conduct a site visit to each of the properties in the potential Annexation Area to understand the existing conditions and features of each site.

The consultant will prepare a working base map of the Annexation Area with topography, property information and natural and man-made features.

The consultant will review any pertinent plans or policies relating to the Annexation Area, including comprehensive plans, zoning ordinances and subdivision regulations and utility agreements.

Task 2: Work Session with Property Owners, Town Officials and Public
The consultant will conduct a work session with the property owners in the potential Annexation Area, along with Town officials and general public to solicit issues and concerns, as well as brainstorm creative design options, opportunities and a future vision for the properties in the potential Annexation Area.

The consultant will record all comments and feedback from property owners and other interested parties and prepare a summary of the work session for general distribution.

Task 3: Draft Concept Plan
The consultant will prepare a draft Concept Plan showing general site plans for all the properties in the potential Annexation Area. The Concept Plan will showcase potential design solutions for features such as:

  • Cluster housing development with densities up to one unit per acre
  • Roadway improvements and traffic calming options
  • Open space, trail systems and landscaped areas

The goal of the Concept Plan design will be to incorporate the opportunities and visions identified in the work session into a potential future development scenario for the Annexation Area.

Task 4: Meetings with Property Owners
The consultant will conduct 2-4 meetings with individual or groups of property owners to present the draft Concept Plan and solicit individual concerns and comments for each property, as well as the concept plan as a whole.

The consultant will record all comments and feedback from property owners and incorporate them into the preparation of the Draft Master Plan.

Task 5: Draft Master Plan
Based on the input from the meetings with property owners, the consultant will prepare a Draft Annexation Area Master Plan for review by Town officials. The draft plan will include items such as:

  • Recommendations for roadway and traffic flow improvements
  • Traffic calming recommendations
  • Open Space and trail improvements
  • Landscaping, buffering and natural area enhancements
  • Site Plans for individual properties showing cluster housing and open space recommendations
  • Gateway improvements and recommendations

Task 6: Presentation of the Draft Master Plan
The consultant will present the Draft Master Plan to the Town Council and general public at a public meeting. The consultant will also present design details that show specific recommendations for key aspects of the plan. The goal of this work session will be to finalize the overall master plan and make any recommendations for changes to specific design details within the overall plan.

The consultant will also conduct 1-2 meetings with the County or property owners to coordinate details of the final Master Plan.

Task 7: Final Master Plan and Report
Based on input from the public presentation of the Draft Master Plan and meetings with property owners or County, the consultant will prepare a Final Annexation Area Master Plan and brief report to summarize all pertinent project information including:

  • Input from the public, property owners and Town officials
  • Design process and opportunities for public input
  • General site analysis maps and data
  • Draft and Final Master Plans
  • Detailed design recommendations for key aspects or areas within the Master Plan


The Final Master Plan and Report and all other project deliverables will be delivered to the Town in accordance with the proposed project schedule

D. PROJECT DELIVERABLES

Base Map of the potential Annexation Area in digital and hardcopy format for use in work sessions and public presentations.

Summaries of Work Sessions and Meetings in digital and hardcopy format

Draft Concept Plan – conceptual design scenario presented in colored pencil and marker on tracing paper or print of the base map.

Draft Master Plan – measured color drawing(s) presented in digital and hardcopy format.

Final Master Plan - measured color drawing(s) presented in digital and hardcopy format.

Final Master Plan Report – Written report with illustrative analysis maps and reductions of the Draft and Final Master Plans to illustrate the design process and key design features of the overall Master Plan.

E. PROPOSED SCHEDULE

Based upon the scope of work outlined here, the consultant is prepared to complete the project within a four to six week time frame, from authorization to proceed, in accord with Town preferences for a fast-track completion of the project.
