Annexation

The Town of Round Hill is negotiating with the County to incorporate commercial properties east of Town on Route 7 and residential properties south on 719 (New Cut Road) into the Town limits. The annexation, which encompasses approximately 110 acres, is necessary for utility purposes and will also increase the Town's commercial tax base.

In order for the Town to annex this property, the following public processes must take place:

  1. The County approves an amendment to the County General Plan (a CPAM) to bring the property into the Town's Joint Land Management Area (JLMA).
  2. The County approves a Boundary Line Adjustment (BLA).
  3. The Town of Round Hill approves an amendment to the Town's Comprehensive Plan to provide planning for this property.
  4. The Town of Round Hill approves the Boundary Line Adjustment.
Action to date
10/7/04 Mayor Frank Etro announced at the Town Council meeting that the Boundary Line Adjustment has been ratified by the County courts; the annexed land will become part of the Town of Round Hill effective January 1, 2005. A welcome package will be developed and sent to all residents affected by the change.
9/28/04 The Planning Commision held a workshop to develop the final language to be adopted as an amendment to the Town's Comprehensive Plan.
6/16/04 The residential subcommittee of the Steering Committee for Amending the Town's Comprehensive Plan held its final meeting, during which a final draft of the policy framework and illustrations for the Route 719 South part of the Town Plan was completed. The plan will now be reviewed by the Town attorney before being submitted to the Planning Commission and Town Council for approval.
6/1/04 At their regularly scheduled meeting, the County Board of Supervisors approved the Boundary Line Adjustment to go forward to the courts for ratification and approved the CPAM, which incorporates the section of the BLA south of Rt. 7 into the town's JLMA. Ratification could take several weeks or months.
5/20/04 At their regular meeting, the Round Hill Town Council approved the Boundary Line Adjustment.

5/19/04 The Loudoun County Land Use Committee voted to recommend approval of the Boundary Line Adjustment. The question returns to the full Board of Supervisors.

5/11/04 The Loudoun County Board of Supervisors held public hearings on the county's comprehensive plan amendment (CPAM) to bring the potential annexation area into Round Hill's JLMA and on the requested boundary line adjustment (BLA). 4/26/04 At a joint meeting of the Town Council, Planning Commission and interested public, Mayor Etro formed a Steering Committee to draft an amendment to the Town's Comprehensive Plan. This committee will be broken into three subcommittees: residential, commercial, and presentation. The residential and commercial subcommittees agreed to meet weekly on Monday nights from 7:30 p.m. to 9 p.m. through mid- to late-June. 4/19/04 At a joint meeting of the Town Council, Planning Commission and interested public, Mayor Etro discussed in detail the history of and justification for the proposed boundary line adjustment (BLA). As part of the BLA process, the Town must update its Comprehensive Plan to incorporate the additional properties.  A meeting was scheduled for April 26 at 7:30 p.m. to establish a Steering Committee to undertake developing the necessary Comprehensive Plan amendment.
4/19/04 The County Planning Commission held a public hearing on the proposed amendment to the County Revised General Plan (CPAM) to incorporate the property in question into the Town's Joint Land Management Area (JLMA). This amendment is related to a separate request by the Town to bring these properties into corporate limits through a Boundary Line Adjustment (BLA). 4/7/04 A meeting has been scheduled for April 19, at 7:30 p.m. at the Town Office to create a joint committee of the Town Council, Planning Commission and members of the public in order to begin shaping the future of the Main Street Commercial District, the Route 7 commercial property and the residential annexation area south of Town on Route 719.
