The Town
Council held a special meeting devoted to discussion of the Main
Street Central Commercial District Comprehensive Plan Amendment (CPAM).
At the outset of the meeting, several citizens spoke on the topic,
both for and against. Council discussion revolved primarily around the
pros and cons of using special exceptions rather than a CPAM and
rezonings to establish commercial outlets along Main Street. The
primary advantage of a special exception over a rezoning is that it
gives the Town more control over what type of business is established
in each structure. Should the original use or owner change, a special
exception could revert back to residential. The primary disadvantage
is, because the commercial use is granted only conditionally, there is
little incentive for a business owner to invest in improving the
property to commercial standards, as the property would revert to
residential upon a change of ownership or use. The Council did not
vote on the issue and will resume discussions at its next regular
meeting, scheduled for Feb. 2 at 8 p.m. |

Council and Planning Commission held a joint public hearing on the
Comprehensive Plan Amendment (CPAM) concerning the Central Commercial
District (Main Street). A number of citizens expressed their opinions
both during the meeting -- the majority of speakers was opposed to the
proposal -- and before and after the meeting via emails. Most of the
emails were in support of the amendment. The Town Council will take up
the issue at its next regular meeting, Jan. 19. |

Several dozen
citizens attended a Planning Commission public hearing on the request
to rezone 7 Main Street from residential to commercial for the purpose
of housing a coffee shop and marketplace. The meeting opened with a
detailed presentation by the property owner, Jennifer Jenkins, in
which she outlined her history with the property and plans for its
renovation and conversion into a coffee shop named Blackberrys. After
the presentation, nearly 20 speakers voiced their opinions of the
rezoning; the majority were in favor of the proposal. At the
conclusion of the public comment session, the Planning Commission
voted to send the proposal to a special committee to evaluate the
citizen comment and make a recommendation to the full commission. The
commission's next meeting is scheduled for Sept. 13.

Approximately
a dozen Town residents spoke at public hearing on the central
commercial district Comprehensive Plan Amendment. The comments were
fairly evenly split in favor of and against allowing a portion of the
eastern side of Main Street to be rezoned mixed-use residential and
commercial. Opponents argued primarily that the commercial space is
not necessary in the middle of Town, especially taking into
consideration the new commercial space on the east side of Town. Those
in favor of the proposal spoke of growing the Town's commercial tax
base to allow for infrastructure improvements (sidewalks, stormwater
management), of the need for services to support the growth happening
around Town, and of the potential for creating a vibrant "old Town"
character to counter the less personal amenities likely to be provided
on the east of Town. |

Loudoun consultant Tripp Muldrow reported the results of his community
assessment of Round Hill at the Round Hill MainStreet Committee
meeting. The assessment should provide a blueprint the Town can follow
in its pursuit of economic development. Muldrow discussed Round Hill's
unique character and the marketing advantage of being the Loudoun town
closest to the Blue Ridge Mountains. He also cited the potential
"branding" of Round Hill as an arts town, noting the proximity of the
Franklin Park Barns and the activity of the Round Hill Arts Center.

meeting of the Town Council, Planning Commission and interested
public, Mayor Etro formed a Steering Committee to draft an amendment
to the Town's Comprehensive Plan. This committee will be broken into
three subcommittees: residential, commercial, and presentation. The
residential and commercial subcommittees agreed to meeting weekly
on Monday nights from 7:30 p.m. to 9 p.m. through mid- to late-June.
The residential subcommittee will focus on property south of Town on
Rt. 719; the commercial
subcommittee will address
Rt. 7 east,
Main Street, and the Hill
High Orchard property west of Town.

Streetscape Master Plan includes
