Main Street Commercial District

The central commercial district in Town begins at the intersection of Loudoun Street and Main Street and continues north on Main Street to Ford's Store (Town Hall).

10/5/06 The Round Hill Town Council approved revised B-1 Business District ordinances. The revisions were a culmination of a lengthy public process that intended to bring existing businesses into compliance with Town codes. Revised ordinances 
2/16/06 The Town Council voted 4-0-1 in favor of granting a request to rezone 7 Main Street from residential (R2) to commercial (B1) in order to establish a coffee shop in the structure.
2/2/06 After listening to nearly two hours worth of public comment on the subject -- the overwhelming majority in support -- the Town Council voted 4-2-0 in favor of the Central Commercial District Comprehensive Plan Amendment.
1/26/06 The Town Council held a special meeting devoted to discussion of the Main Street Central Commercial District Comprehensive Plan Amendment (CPAM). At the outset of the meeting, several citizens spoke on the topic, both for and against. Council discussion revolved primarily around the pros and cons of using special exceptions rather than a CPAM and rezonings to establish commercial outlets along Main Street. The primary advantage of a special exception over a rezoning is that it gives the Town more control over what type of business is established in each structure. Should the original use or owner change, a special exception could revert back to residential. The primary disadvantage is, because the commercial use is granted only conditionally, there is little incentive for a business owner to invest in improving the property to commercial standards, as the property would revert to residential upon a change of ownership or use. The Council did not vote on the issue and will resume discussions at its next regular meeting, scheduled for Feb. 2 at 8 p.m. 
1/19/06 The Town Council discussed the CPAM during its regular meeting, after hearing close to an hour's worth of public comment on the topic. The Council decided to hold a special meeting on the subject on Jan. 26, at 8 p.m.
1/12/06 The Town Council and Planning Commission held a joint public hearing on the Comprehensive Plan Amendment (CPAM) concerning the Central Commercial District (Main Street). A number of citizens expressed their opinions both during the meeting -- the majority of speakers was opposed to the proposal -- and before and after the meeting via emails. Most of the emails were in support of the amendment. The Town Council will take up the issue at its next regular meeting, Jan. 19.
12/15/05 The joint public hearing was postponed due to an ice storm. It has been rescheduled for Jan. 12, 2006.
12/1/05 The Town Council and Planning Commission have scheduled a joint public hearing for Thursday, Dec. 15, at 7:30 p.m., to take comment on the proposed Comprehensive Plan Amendments to the Central and Western Commercial Districts  PC Draft Amendment

10/20/05 The Town Council decided not to hold a joint public hearing on the Planning Commission's draft language for the comprehensive plan amendment (CPAM) as the PC suggested. The Council prefers instead for the PC hold a second public hearing to gather opinion on the "Proposed Expansion Area B" along West Loudoun Street before forwarding a draft CPAM to the Council.
10/10/05 The Planning Commission forwarded a draft comprehensive plan amendment to the Town Council requesting a joint public hearing on adding language that would support potential rezoning of 3, 5, and 7 Main Street and 8, 10, and 12 West Loudoun Street from residential to commercial use.
10/6/05 The Town Council has scheduled a public hearing on the rezoning of 7 Main Street from residential to commercial. It will be held on Oct. 27 at 7:30 p.m.
8/9/05 Several dozen citizens attended a Planning Commission public hearing on the request to rezone 7 Main Street from residential to commercial for the purpose of housing a coffee shop and marketplace. The meeting opened with a detailed presentation by the property owner, Jennifer Jenkins, in which she outlined her history with the property and plans for its renovation and conversion into a coffee shop named Blackberrys. After the presentation, nearly 20 speakers voiced their opinions of the rezoning; the majority were in favor of the proposal. At the conclusion of the public comment session, the Planning Commission voted to send the proposal to a special committee to evaluate the citizen comment and make a recommendation to the full commission. The commission's next meeting is scheduled for Sept. 13.

7/26/05 The Planning Commission has scheduled a public hearing regarding a request from Jennifer Jenkins, the owner of 7 Main Street, to rezone the property from R-2 residential to B-1 business/town business district for the purpose of opening a coffee shop. 2/17/05 Approximately a dozen Town residents spoke at public hearing on the central commercial district Comprehensive Plan Amendment. The comments were fairly evenly split in favor of and against allowing a portion of the eastern side of Main Street to be rezoned mixed-use residential and commercial. Opponents argued primarily that the commercial space is not necessary in the middle of Town, especially taking into consideration the new commercial space on the east side of Town. Those in favor of the proposal spoke of growing the Town's commercial tax base to allow for infrastructure improvements (sidewalks, stormwater management), of the need for services to support the growth happening around Town, and of the potential for creating a vibrant "old Town" character to counter the less personal amenities likely to be provided on the east of Town.

10/7/04 At its next meeting, the Planning Commission is scheduled to begin discussions about incorporating language guiding development of the Town's commercial districts into the Town's Comprehensive Plan amendment.
10/4/04 MainStreet Loudoun consultant Tripp Muldrow reported the results of his community assessment of Round Hill at the Round Hill MainStreet Committee meeting. The assessment should provide a blueprint the Town can follow in its pursuit of economic development. Muldrow discussed Round Hill's unique character and the marketing advantage of being the Loudoun town closest to the Blue Ridge Mountains. He also cited the potential "branding" of Round Hill as an arts town, noting the proximity of the Franklin Park Barns and the activity of the Round Hill Arts Center. The MainStreet Committee meets the first Monday of each month at 7 p.m. at the Town Office.

4/26/04 At a joint meeting of the Town Council, Planning Commission and interested public, Mayor Etro formed a Steering Committee to draft an amendment to the Town's Comprehensive Plan. This committee will be broken into three subcommittees: residential, commercial, and presentation. The residential and commercial subcommittees agreed to meeting weekly on Monday nights from 7:30 p.m. to 9 p.m. through mid- to late-June. The residential subcommittee will focus on property south of Town on Rt. 719; the commercial subcommittee will address Rt. 7 east, Main Street, and the Hill High Orchard property west of Town. 4/19/04 At a joint meeting of the Town Council, Planning Commission and interested public, Mayor Etro discussed the need for the Town to update its Comprehensive Plan to include detailed plans for the Main Street commercial district as well as additional properties the Town is attempting to annexA meeting was scheduled for April 26 at 7:30 p.m. to establish a Steering Committee to undertake developing the necessary Comprehensive Plan amendment.
4/7/04 A meeting has been scheduled for April 19, at 7:30 p.m. at the Town Office to create a joint committee of the Town Council, Planning Commission and members of the public in order to begin shaping the future of the Main Street Commercial District, the Route 7 commercial property and the residential annexation area south of Town on Route 719.
4/1/04 At its regular meeting, the Town Council discussed having the Loudoun Design Cabinet develop a conceptual drawing for commercial revitalization of the Main Street Commercial District. The Council expressed its desire for community involvement in this process. The assistance of the Loudoun Design Cabinet is available through Main Street Loudoun.
Winter 2004

The commercial district has been the subject of study for the Streetscape project. The Streetscape Master Plan includes recommendations on Town-wide improvements such as sidewalks, streetlights and street furniture, as well as site specific treatments for the Amoco station
