The Town and
County have scheduled a joint public information meeting to update
residents on the status of the Franklin Park Trail project. A
question-and-answer session will follow the presentation. The
meeting will be held Friday, Dec. 9, at 7:30 p.m. at the Round Hill
Center (old elementary school). |

In his
Mayor's Report to the Town Council, Mayor Frank Etro reported that
the County has finalized easements between Lakepoint and Franklin
Park, the budget is being finalized and construction plans are
underway. |

In an email
to Franklin Park Trail subcommittee members, Mayor Frank Etro
reports that "County representatives have completed their research
in regard to the outstanding questions that this subcommittee raised
and is prepared to meet and respond....Briefly, from the discussions
that I’ve had with the County, easements through Town will not be
necessary and that they are nearly complete securing the easements
that they have been pursuing outside of the Town limits. We are
hopeful that construction could start this fall at best case, if not
no later than the spring of 2006. They further anticipate a short
window (possibly a number of months) for completion of the trail."
The subcommittee is scheduled to meet with County Project Manager
Tom Trask on Aug. 2. |

Mayor Frank
Etro reported at the Town Council meeting that the County is close
to procuring easements that would allow the trail to stay off of
business Rt. 7 between the bypass and Franklin Park. The County has
also asked the Town to either delete streetscape elements, such as
streetlights, from its portion of the trail project, or to assist in
the project's financing. |

County Grant
Projects Manager Tom Trask reports that the trail project is still
slowly moving forward. The county is working to finalize the
alignment of the trail outside Town limits and is specifying
easement requirements in advance of approaching affected property
owners. |

Tom Trask of the Loudoun County Department of Management Services
(Division of Purchasing & Support Services) reported that the
project has been experiencing delays stemming from discussions with
VDOT regarding incorporating the Oak Hill portion of the trail and
the required width of that section. Answers were anticipated within
the week and the hope was the project would move along more swiftly
from that point. |

Vlad Gavrilovic of
Paradigm Design presented a draft of the final recommendations of
the Franklin Park Trail subcommittee to the Town Council at its
regular meeting. The Council voted to forward the
recommendations, with modifications to the crosswalk specifications,
to the County's Department of General Services. The recommendations
will also be sent to Anderson Associates, the County's engineer for
this project, to be studied for incorporation into the final design
of the Round Hill portion of the Franklin Park Trail project.
