Streetscape Master Plan:
Franklin Park Trail |
The following is excerpted from Paradigm Design's proposal to the
Town, dated January 8, 2004, for additional consulting services
relating to the Franklin Park Trail.
UNDERSTANDING OF THE PROJECT
• I understand that the general objective of this project is to provide
professional design assistance, facilitation and coordination to the Round
Hill Streetscape Master Plan Steering Committee in preparing its
recommendations to Loudoun County for the design of the portion of the
Franklin Park Trail project that goes through the Town.
• The project will require close coordination with the overall Streetscape
Master Plan. It will entail a series of work sessions with the Franklin
Park Trail Subcommittee, as well as coordination with the Streetscape
Steering Committee, the Town Council and the County project manager and
engineers for the project.
• In addition, the project will require the preparation of specific design
detail studies and alternatives for streetscape improvements that are
included in the Trail project, at the direction of the Trail Subcommittee.
• The timeline of the project will generally parallel the timeline of the
Streetscape Master Plan – however, it will be modified by the specific
timeline of the design phase of the Franklin Park Trail project, which is
under the purview of Loudoun County.
• All base materials and engineering plans for the project will be
provided by Loudoun County and their consultants. The Town of Round Hill
will make available to Paradigm Design any base maps or data relating to
the project.
• Upon completion of the work, all drawings and work materials will become
the property of the Town of Round Hill.
WORK TASKS AND PRODUCTS
The following outline describes the professional services proposed, as
well as the deliverable products and overall design process.
1. Facilitation of Subcommittee Work Sessions
The consultant will facilitate and lead two to three work sessions
with the Trail subcommittee in the Town office, with the overall objective
of confirming the subcommittee’s final recommendations on streetscape
design elements for the Trail project.
The consultant will prepare written summaries of the discussion and
conclusions from each work session.
2. Preparation of Alternative Plans and Design Detail Sketches
In conjunction with the work sessions, the consultant will prepare
eight to ten alternative plans and design detail sketches for the project
which may include the following elements:
• Sidewalks & Trails
• Trail Underpass design
• Crosswalks
• Street Lights
• Street Furniture (Benches, Waste Receptacles, etc.)
The drawings will be produced as a combination of computerized design
plans, photo montages, material samples and hand drawn perspective
sketches.
3. Presentation of Samples and Recommendations for Materials &
Design Elements
The consultant will research, analyze and prepare recommendations
for materials and products for construction elements such as sidewalk
pavers, streetlights, benches, etc. The analysis will include probable
cost estimates and maintenance, repair and life cycle cost considerations.
The recommendations will be presented to the subcommittee in the form of
written summaries, photographs and material samples.
4. Preparation of Summary Recommendations Memorandum.
The consultant will prepare a technical memorandum summarizing the
subcommittee’s decisions on design and construction materials for the
Trail project, suitable for presentation to the County and inclusion in
the Streetscape Master Plan document.
5. Presentation of Final Recommendations to Town Council.
The consultant will present the Technical Memorandum and the final
recommendations of the Subcommittee to the Town Council.
6. Meeting with County Officials to present Final Recommendations.
The consultant will conduct a meeting with the appropriate County
officials to present the Technical Memorandum and the final
recommendations of the Subcommittee for the Franklin Park Trail
improvements.
7. Review and Coordination of Final Engineering Documentation
The consultant will maintain close contact with the County
Engineers throughout the design development and final construction
document phases of the project. The consultant will periodically review
the County documents and work with the County Engineers to ensure that the
final plans accord with all of the Town’s recommendations and the
Technical Memorandum of the Subcommittee.
