Notes from the public workshop and following Planning Commission
meeting on 3/9/04 pertaining to the Streetscape Master Plan The Round Hill Planning Commission held a public hearing on March 9 to address the Streetscape Master Plan. Consultant Vlad Gavrilovic of Paradigm Design presented the plan to the commissioners and was available to respond to questions. After the presentation, Mayor Frank Etro commented on the plan, stressing the importance of pedestrian connections, especially sidewalks and crosswalks, to the Town. He then thanked the members of the planning commission for the groundwork they had laid for the plan. He also relayed a concern that had been expressed to him regarding the necessity for care to be taken when building trails in floodplain and streambeds in order to avoid damage to environmentally sensitive areas. Planning Commission Chairman Steve Monaghan suggested that the Town's existing network of sidewalks is in need of maintenance. Mayor Etro responded by suggesting that a sidewalk maintenance contract be listed as an additional "Top Priority." After the public hearing closed, the planning commissioners discussed the plan as part of their monthly meeting. Comments included a belief that the plan's traffic calming methods are inconsistent because the plan calls for a raised speed table in the center of town but no raised crosswalks at the eastern gateway. The commissioners suggested that the plan adopt a more consistent approach. They also suggested that maintenance of the sidewalks be listed as a top priority and that language be added to the plan to stress minimizing impact on sensitive areas when building trails.
